If you do not yet have a skrill account formally know as Moneybookers follow the steps account:

My problems are still not cleared. You mean that nepali bank haru skrill account ma add gare pachi pani we cannot upload funds to our skrill accounts from that bank? If so, is there any other way i can get funds to my skrill.

There is no any provision to deposit in your skrill account from Nepal. But you can use the debit/credit card of India's bank cause every Indian cards supports.
